AISC Communique – 13 August 2019 meeting

The 27th meeting of the AISC was held on 13 August 2019.

New Members

The Chair welcomed new members Mr Vince Ball, representative from ACT and Dr Simon Booth, Skills Senior Officials Network (SSON) representative from Victoria.

Training Package Development

The meeting considered a significant body of work including 20 Cases for Endorsement, two Cases for Change and 27 Industry Skills Forecasts for 2019. In reviewing the IRC submissions, the Committee reflected on the importance of direct engagement with a range of employers to ensure training package development meets the needs of a broad cross-section of Australian industry.

Contribution to COAG vision for skills

The Committee discussed the outcomes of the Council of Australian Governments (COAG) meeting held on 9 August 2019, including the agreement of governments to a shared vision for Skills in Australia and the importance of a system that meets the needs of students and employers.

The AISC discussed its important role in supporting the implementation of the COAG agenda, including through contributions of industry expertise and leadership to future training system improvements. The Committee noted the strong potential for its current work with government on improvements to the end-to-end training package development process to contribute to the shared vision for skills in Australia.

The AISC will work with Commonwealth and state government officials on the scoping and development of new measures, including the Skills Organisations pilots announced in the Commonwealth’s 2019-20 Budget.

Naval Shipbuilding

The Committee received advice on recent engagement between senior Commonwealth and state officials and the Naval Shipbuilding Industry Reference Committee (IRC). Stakeholders have provided feedback that the IRC provides an excellent example of the IRC model working effectively and across both VET and Higher Education domains.

Furnishing

The AISC approved the proposed membership of the Furnishing IRC.

Community Sector and Development

Update the CHC Community Services Training Package to address community services, child/youth/family intervention, youth work, youth justice, and community safety patrol skill needs.

Approved the update of 8 qualifications.

Requested further information on employer demand for graduates of CHC81215 Graduate Certificate in Statutory Child Protection.

Requested further information on the anticipated level of uptake of the proposed new Certificate III in Community Safety Patrol, and industry need for the qualification in jurisdictions other than the Northern Territory.

Construction, Plumbing and Services

CPC – Construction, Plumbing and Services White Card

Approved with caveats.

Given the importance and widespread use of the White Card, the project is to be progressed as a major change and submitted to the AISC as a Case for Endorsement. Project work is to commence in early 2020 following consultation with STAs on the proposed project.

Project 1: Engineering: Integrated Logistics Support (ILS) - Develop five new units of competency in Integrated Logistics Support (ILS)

Project 2: Project management: Planners, Schedulers, Estimators - Develop up to four new units of competency relating to procurement, planning, scheduling and estimating and up to four new units of competency relating to project management in the naval shipbuilding industry.

Amenity Horticulture, Landscaping, Conservation and Land Management

 

Vertical Walls and Rooftop Gardens – proposes to develop one new qualification, up to 15 new units of competency and four new skill sets to skill relevant workers in developing standards green spaces and building gardens to micro farms and cultural installations.

Automotive Light Vehicle, Automotive Allied

 

Assessment of underutilised qualifications –

Delete three qualifications:

  • AUR21616 Certificate II in Automotive Driveline System Technology;

  • AUR40416 Certificate IV in Automotive Performance Management

Approved in-principle pending the provision of more detailed information about the level of employer demand for bicycle mechanics.

 

 

Automotive Allied

 

Sales and administration – update four qualifications and 14 units to incorporate communication, sales and interpersonal skills, interfacing with workplace technologies during the sales process, knowledge of automotive parts, and engaging with diverse audiences.

 

 

Approved the Certificate II and Certificate III in Automotive Sales to proceed to training package development.

Did not approve the Certificate II and Certificate III in Automotive Administration due to lack of evidence of industry need for these qualifications.

Requested consideration of automotive administration being a specialisation as part of automotive sales qualifications.

Automotive Vehicle Body repair

 

 

Vehicle body repair - update Certificate IV in Automotive Body Repair Technology

 

Requested further evidence regarding employer demand for this new qualification.

 

Culture and Related Industries

 

Technical live production - merge Diploma in Live Production Design qualifications with Diploma in Live Production and Technical Services and update CUA60213 Advanced Diploma of Live Production and Management Services to ensure higher level skills contained in the Advanced Diploma qualification are still available for higher level stage manager skill development in this industry.

 

Approved to proceed to training package development.

Financial Services

 

Specialisations with low enrolments – proposal to review and update FNS42215 Certificate IV in Personal Trust Administration and FNS50215 Diploma of Personal Trusts

Approved with caveat.

The IRC is to retain one qualification only and create a skill set or a specialised stream for personal trust administration within the FNS Training Package.

Public Safety

 

Crash Investigation and Analysis – develop two new qualifications (Diploma of Crash Investigations and Advanced Diploma of Crash Analysis), one new skill set and eight new units related to road crash investigation and analysis, changing police practices relevant to performing forensic investigation processes at the scene, and post scene to analyse and interpret data gathered from forensics.

Public Safety

 

Community Safety – update four qualifications associated with Community Safety to address changing industry skills requirements to community expectations during an operation response.

Mining Drilling and Civil Infrastructure

 

Civil Infrastructure  – update the following qualifications in the RII Resources and Infrastructure Training Package:

  1. RII31215 Certificate III in Civil Foundations

Aquaculture and Wild Catch

 

 

Crocodile Farming and Processing – develop a qualification in crocodile farming to support an emerging sector.

Aviation

 

Updates to the Certificate IV in Aviation (Aviation Supervision) and the Diploma of Aviation (Aviation Management).

 

 

Approved the Certificate IV in Aviation (Aviation Supervision) to proceed to training package development.

Not approved the Diploma of Aviation (Aviation Management) due to significantly low enrolments over the last three years, which suggests a lack of industry need for the qualification.

 

The IRC is requested to consider deleting this qualification.

Public Safety

 

Emergency Management – proposes to update qualifications associated with emergency management including two qualifications, a Diploma in Public Safety (Emergency Management) and an Advanced Diploma in Public Safety (Emergency Management) and 26 units to reflect new work practices such as community engagement activities that the emergency management sector utilises to build community resilience.

Approved to proceed to training package development.

Not approved due to insufficient evidence of support from industry.
